How to notify a project under the CDM Regulations 2007

 
   
Introduction  
Under the Construction (Design and Management) Regulations 2007 (which took effect from April 2007), co-ordinators of construction products have been given legal duties with the aim of simplifying a construction project into its component parts thereby ensuring greater safety for all involved.  
   
This article will be useful reading for all those involved in construction, anyone having large construction work done and most importantly, all co-ordinators of construction work.  
   
Any day on which construction work is carried out (including holidays and weekends) must be counted, even if the work on that day is of short duration. A ‘person day’ is one individual, including supervisors or specialist trades, carrying out construction work for one normal working shift.  
   
Construction work for a domestic client is not notifable. A domestic client is someone who lives, or will live, in the premises where the work is carried out. The premises must not relate to any trade, business or undertaking.  
   
Who needs to notify?  
The CDM co-ordinator for the work is required to send the notification.  
   
What information should be provided?  
Schedule 1 of CDM 2007 states what should be included in the notification as follows:  
  • Date of forwarding;
  • Exact address of the construction site;
  • The name of the local authority where the site is located;
  • A brief description of the project and the construction work which it includes;
  • Contact details of the client (name, address, telephone number and e-mail address, if available);
  • Contact details of the CDM co-ordinator (name, address, telephone number and e-mail address, if available);
  • Contact details of the principal contractor (name, address, telephone number and e-mail address, if available);
  • Date planned for the start of the construction phase;
  • The time allowed by the client to the principal contractor for planning and preparation for construction work;
  • Planned duration of the construction phase;
  • Estimated maximum number of people at work on the construction site;
  • Planned number of contractors on the construction site;
  • Name and address of any contractor already appointed;
  • Name and address of any designer already engaged;
  • A declaration signed by or on behalf of the client that he is aware of his duties under these Regulations.
 
   
A form called F10 is available from HSE and is the best way to notify them.  
   
When and where should it be sent?  
The notification should be sent to the HSE local office covering the site where construction work is to take place as soon as possible after the CDM co-ordinator has been appointed by the client.
